HSE issues guidance on safeguarding explosives The Health and Safety Executive (HSE) has issued guidelines to help businesses that store explosives comply with legislation relating to the Manufacture and Storage of Explosives Regulations (MSER).

The document compels businesses to contact their local planning authority with a safeguarding plan within 28 days of a licence to store explosives being granted.

"Your plan must show the explosives site and the surrounding area. It should be marked with colour-coded lines to show the protected works or safeguarding distances," the HSE guidance advises.

Explosives are, for obvious reasons, extremely dangerous if not dealt with in an appropriate manner. For instance safety gloves are usually required when handling them to avoid the risk of chemical burns and safety signs should be used to alert people on site to the danger.

The HSE advises that the responsibilities stipulated under the MSER "fall on the person who is manufacturing and/or storing the explosive", who will need to apply for a licence to do so.
