Panel reviews HSE advice Advice given by the Health and Safety Executive (HSE) can be independently reviewed in the event that a company feels the guidance given "is incorrect or goes beyond what is required to control the risk adequately".

The Independent Regulatory Challenge Panel handles complaints and seeks the expert advice of assessors in reaching a conclusion.

However, they can only act in an advisory capacity to the HSE, which still has the final say on what must be implemented.

One clear piece of guidance that all employees must act on is the Personal Protective Equipment at Work Regulations 1992, which state that "personal protective equipment (PPE), such as safety helmets, is to be supplied and used at work wherever there are risks to health and safety that cannot be adequately controlled in other ways".

The regulations also require that PPE is assessed for suitability before use, is maintained and stored properly, comes with instructions on safe use, and is used appropriately by employees.
